Impact Integrity Requires
Institutional Governance.

CIG operates with the rigor, transparency, and accountability expected by institutional capital — deploying decades of specialized expertise through a vertically integrated, woman-owned platform built for long-term performance.

Leadership

Woman-Owned. Mission-Driven. Built to Operate at Scale.

CIG was founded by Amy Rubenstein with a focused conviction: that distressed workforce housing was the most underserved and undercapitalized segment of American real estate, and that a specialized operator with deep execution capability could generate institutional-quality returns while preserving it. Today, CIG is one of the few institutional-scale platforms exclusively dedicated to workforce housing — woman-owned, woman-led, and purpose-built to execute large, complex transactions.

Amy Rubenstein has spent her entire career in workforce housing — developing the operational systems, lender relationships, and market-level expertise that allow CIG to source and execute transactions that generalist institutional operators cannot. She built CIG as a vertically integrated platform, with in-house property management, construction oversight, and asset management functioning as a single coordinated operation.

CIG today targets large-scale multifamily acquisitions — portfolio transactions, receivership assets, and distressed institutional dispositions — exclusively in the workforce housing segment. The firm has deployed over $600 million across 150+ transactions, delivering a 37.3% net IRR with no investor losses across its history. That track record is built entirely on workforce housing. That singular focus is the foundation of CIG’s competitive edge.

A Team That Reflects the Communities We Serve

CIG’s commitment to diversity is not a marketing credential — it is the operating reality of a firm founded, owned, and led by a woman, built from the ground up with a workforce that reflects the communities we invest in.

Track Record

Performance Without Compromise

CIG demonstrates that institutional governance and social mission are not in conflict — they are mutually reinforcing. A disciplined operational framework produces better outcomes for investors, residents, and communities simultaneously.

We do not treat impact measurement as a marketing exercise — it is an integral part of how we manage assets and communicate with investors. We report our ESG data, along with our social and environmental policies, directly in our quarterly investor reports, so this information stays consistent, current, and visible to our investors on an ongoing basis.

Workforce & DEI Policy

Diversity as a Structural Commitment

CIG’s workforce diversity reflects the intentional choices of a woman founder who built a firm in her own image — and a deliberate hiring philosophy that has sustained those demographics over 23 years of growth.

DEI & Workforce Policy

CIG is committed to maintaining a workforce that reflects the diversity of the communities it serves. 85% of CIG employees are female or from minority backgrounds. 44% of director-level roles are held by women. CIG does not maintain a separate DEI initiative — diversity is embedded in how the firm was built and how it hires.

CIG is a certified Women’s Business Enterprise through the Women’s Business Enterprise National Council (WBENC) — Certification No. WBE2400822, valid through March 15, 2027. View certificate → WBENC certification verifies woman ownership, management, and control of the business.

ESG Alignment

Delivering Across All Three Dimensions

CIG’s strategy is designed to perform against environmental, social, and governance criteria simultaneously — without tradeoffs. For institutional investors with ESG mandates, our model offers genuine additionality: capital deployed where institutional markets have historically failed to reach.

Environmental
Environmental

Environmental modernization and embodied carbon reduction embedded in every capital program.

Social
Social

Workforce housing preserved for 50–80% AMI households without displacement or subsidy

Governance

Additionality

For institutional investors operating under ERISA, state pension mandates, or foundation investment policy statements with ESG screens, CIG’s strategy offers genuine additionality — capital deployed into a segment of the housing market that institutional investors have historically avoided, preserving supply that market forces alone would not protect.

Engage With Us

CIG is actively building relationships with mission-aligned capital partners — including ESG-mandated institutional investors, impact funds, community development finance institutions, and philanthropic organizations. If our strategy aligns with your mandate, we welcome a direct conversation.
